Task: Save Docker and dependency cache between project runs

The pilot run was repeatedly downloading Docker images and npm dependencies; one run aborted at npm ci with an ECONNRESET error. Implement persistent Docker data/build cache and dependency cache so that subsequent builds/deploys are fast, while the state remains manageable and cleanable.
