It is necessary to research a minimal registry of websites and capabilities. This may include website identity, purpose, available information spaces, available APIs/agent interfaces, runtime features, and supported actions — but the composition should not be finalized until real scenarios are tested.

The registry should help answer practical questions: where to route a request, which websites are potentially affected by an operation, which of them are compatible with a batch action, and where an individual approach will be required.
